Interministerial consultations regarding the coordination mechanism and the non-objection procedure in the process of engaging the Republic of Moldova with the Green Climate Fund

On Friday, 20th of July 2018, the Ministry of Agriculture, Regional Development and Environment organized an inter-ministerial consultation to discuss intersectoral coordination in the process of engaging the Republic of Moldova with the Green Climate Fund. The aim was to present the ministry's vision, as the National Designated Authority (NDA), on the institutional arrangement and intersectoral coordination in the process of the access of the Fund's financial resources, as well as to discuss the operational aspects of the NDA activity.

"In order to access the financial resources of the Green Climate Fund, the NDA will use the Interinstitutional Coordination Mechanism platform, which will determine whether the projects correspond to the development priorities and to the Country Program of the Republic of Moldova, whether they are scalable, replicable and meet all the Fund's investment criteria. The conceptual notes and project proposals will be examined and evaluated by the mitigation and adaptation technical committees, part of the National Climate Change Commission, and  recommendations provided  to the Designated National Authority,  based on which the Endorsement and Non-objection Letters will be issued  for the Concept Notes and Project Proposals " said Veronica Lopotenco, head of the Air Policy and Climate Change Section of the Ministry of Agriculture, Regional Development and Environment.

At the same time, Veronica Lopotenco said that the members of the National Climate Change Commission are representatives of the Ministry of Agriculture, Regional Development and Environment, the Ministry of Economy and Infrastructure, the Ministry of Finance, the Ministry of Foreign Affairs and European Integration, as well as representatives of non-governmental promotional organizations and women's rights organizations, environmental non-governmental organizations, the private sector, and the local public authorities.

In the context of the operational aspects regarding the NDA activity, Mihai Lupu, national consultant within the project, stated that: "the procedure for reviewing and evaluating conceptual notes and project proposals is conducted in accordance with the eligibility criteria corresponding to the  national climate change investment  priorities and also considering initial investment framework of   Green Climate Fund investments.  The technical evaluation presented by the experts of the technical committees will be one of the major aspects considered  in the procedure to issue the endorsement  and non-objection letters, from the NDA. "

In the process of engaging the Republic of Moldova with the Green Climate Fund, MARDE organizes regular inter-ministerial consultations to increase buy-in  stakeholders and consult Country Program activities in order to facilitate access to the Green Climate Fund.

Inter-ministerial consultations were organized with the support of the Climate Change Office under the project " Support to the Republic of Moldova in the establishment and strengthening the National Designated Authority, development of the strategic framework, and preparation of country programme".
